• My Fellow Compatriots,

For many years, you have constantly renewed your trust in me. 

Thanks to you, I have the honour and privilege of serving Cameroon as President of the Republic. Believe me, I always carry out this exalting task with abnegation, dedication and passion.

Together, we have overcome many trials and celebrated great victories. The challenges we have taken up, particularly over the last seven years, have enabled our country to face up, to resist, to remain on its feet and to move forward.

Despite an unstable global environment and persistent constraints, we have stayed the course towards emergence. We have continuously worked to improve the well-being and living standards of each and every one of you, while consolidating peace, national unity, living together and our territorial integrity.

• My Fellow Compatriots,

Notwithstanding the achievements, expectations remain. And, rest assured, I hear you. As I have said before: “As long as a Cameroonian does not have enough to eat, does not have access to education, does not receive the health care he or she is entitled to, our task will not be complete.”

Therefore, drawing on our shared experience, we must continue and, above all, speed up the implementation of the major projects we have embarked on to meet everyone's expectations for a brighter future.

In a nutshell, as part of the measures I shall take, and which I hereby present as a manifesto, I entreat us all to unite our efforts and our common resolve to write together, a new chapter in the beautiful history of our dear and beloved country.

1. PRESERVING PEACE, UNITY, SECURITY AND STABILITY IN OUR COUNTRY

• You are calling for a return to peace throughout the country, border security, a merciless fight against organised crime and trafficking of all kinds, as well as the strengthening of living together and more solid institutions.
• In this regard,

• I shall continue with the streamlining of institutions so as to ensure their lasting stability and harmonious functioning.
• I shall complete the actions underway to restore peace and security in crisis zones.
• I shall relentlessly pursue the fight against organised ad serious crime and various forms of trafficking.
• I shall ensure the implementation of strengthened legislation to more effectively combat cybercrime and I shall create a specialised unit to counter cyberthreats to our institutions.
• I shall strengthen measures aimed at combating tribalism and promoting national cohesion and integration.

2. CONSOLIDATING FREEDOMS AND DEMOCRACY

• You are calling for the strengthening of both individual and collective freedoms, as well as democracy.
• In this regard, 

• I shall continue to improve the rules to ensure that elections are transparent and inclusive.
• I shall strengthen measures to protect freedom of expression and journalists.
• I shall facilitate the establishment of a statute for political parties represented in Parliament.
• I shall strengthen the functioning of consultation frameworks between the government and intermediary bodies.
• I shall strengthen the rights of vulnerable people with a view to improving their socio-professional integration.

3. ACCELERATING THE MARCH TOWARDS EMERGENCE AND FISCAL CONSOLIDATION

• You are calling for a stronger economy, controlled domestic and foreign debt, and secure investment opportunities.
• In this regard,

• I shall reform the investment code with a view to reviving industrialisation, increasing local production and ensuring healthy competition.
• I shall provide greater support for entrepreneurship by improving access to finance and offering tax relief. I shall also strengthen the momentum of the SME/SMI bank and promote local products through public procurement.
• I shall accelerate the creation of a rural development bank, while continuing to facilitate access to agricultural land. I shall also strengthen the development of the fishing and livestock sectors through targeted, sustainable measures.
• I shall intensify the fight against corruption and attacks on the public good.
• I shall continue to strengthen the import substitution policy by providing substantial support for local production to reduce costs.

4. IMPROVING THE PURCHASING POWER AND QUALITY OF LIFE OF THE POPULATION

• You are requesting for, ever greater dignity in your daily life with adequate resources.

• In this regard, 

• I shall take appropriate action to ensure continuous improvement in wages across all sectors.
• I shall strengthen the mechanisms that regulate the prices of essential goods (such as bread, oil, gas and rice) in order to protect household budgets.
• I shall continue to implement social tariffs for access to water, electricity, housing and transport to reduce household expenses.
• I shall reduce taxes on “Made in Cameroon” products further to make them more competitive and encourage buying Cameroonian products.
• I shall equally take appropriate measures in the informal, agricultural and craft sectors to guarantee stability and a good standard of living.

5. IMPROVING THE PROVISION OF SOCIAL SERVICES AS WELL AS BASIC SERVICES

• You are asking for quality healthcare, an ever-improving education system for your children, clean drinking water and uninterrupted electricity.
• In this regard,

• I shall continue to build health centres closer to the population and enhance the quality of technical facilities in our hospitals.
• I shall ensure the implementation of a system aimed at guaranteeing effective access to Universal Health Coverage for all our fellow citizens.
• I shall ensure more efficient management of maternal and child health and further facilitate access to social housing for single mothers and vulnerable families.
• I shall ensure that the modernisation of our education system is stepped up and that teachers' conditions are continually improved.
• I shall strengthen the modernisation of drinking water distribution networks throughout the country and support the introduction of fair pricing. In the same vein, I shall strengthen the development of a sustainable energy mix accessible to all, including solar and hydroelectric power.

6. EMPOWERING WOMEN AND YOUNG PEOPLE

• You are asking for a better integration of women and youth in the society, wanting them to play a more active role in the economic and political life of the nation.
• In this regard, 

• I shall strengthen my efforts to give women and young people the status they deserve, reflecting their social importance, diverse potential, and legitimate expectations.
• I shall ensure that women and young people are given greater responsibility in the public and private sectors, while improving support for entrepreneurship and self-employment.
• I shall make it a personal priority to fight tirelessly for sustained employment for young people.
• I shall strengthen legislation on violence against women and provide greater protection for widows and abandoned women against all forms of abuse.

I shall ensure the finalisation of the Family Code, improve parental leave and develop public daycares to provide more support for single mothers and vulnerable families.

7. ACCELERATING DIGITAL INNOVATION AND PRESERVING OUR ECOLOGY 

• You are calling for a genuine digital revolution in Cameroon, as well as the promotion of sustainable development and the protection of our ecosystems.
• In this regard, 

• I shall facilitate and improve the establishment of local digital solutions that meet the needs of populations and territories.
• I shall ensure that digital innovation and decentralisation go hand in hand to transform each of our regions into hubs and incubators for our TPEs/ SMEs.
• I shall pass a major law on sustainable economics, including the preservation of biodiversity, forests, wildlife, water and soil, to make Cameroon a leader in the fight against climate change in the Congo Basin.
• I shall ensure the strengthening of measures relating to circular economics, with the aim of responding more specifically to the challenge posed by waste management.
• I shall also take appropriate measures to make ecology a major national cause, leading to the adoption of new behaviours that align with environmental preservation requirements.

8. STRENGTHENING TRANSPORT INFRASTRUCTURE AND IMPROVING THE URBANISATION SYSTEM

• You are calling for the modernisation and expansion of road, rail, port and airport networks, as well as appropriate urban development.
• In this regard,

• I shall continue to renovate, modernise and extend the national road network, prioritising rural roads.
• I shall extend and improve the safety of the railway network and modernise stations and related infrastructure.
• I shall strengthen port infrastructures so as to make Cameroon a regional logistics hub.
• I shall continue to rehabilitate the national airline, create, and modernise airports in order to improve national, regional and international connectivity.
• I shall reorganise the public transport sector to improve the mobility of goods and people in urban areas.

9. COMPLETING DECENTRALISATION

• You are calling for greater autonomy for our regions and municipalities, as well as the full transfer of powers and resources.
• In this regard,

• I shall speed up the transfer of skills and resources to decentralised local authorities in order to respond directly and effectively to the citizens' needs.
• I shall continue to implement mechanisms for citizen oversight and popular participation in local management in order to ensure good governance and combat corruption.
• I shall improve the legal framework for decentralised cooperation in order to strengthen access to external funding by municipalities and regions.
• I shall ensure that the status of local civil servants is established more quickly.
• I shall provide stronger support for the development of decentralised local authorities, which are powerful drivers of emergence, the consolidation of national unity, strengthening of peace and building of coexistence.

10. PROMOTING CULTURAL, ARTISTIC, AND SPORTING DEVELOPMENT AND ENSURING CAMEROON'S INTERNATIONAL INFLUENCE 

• You are calling for modern sports facilities, more spaces for artistic and cultural expression, and a Cameroon that better defends our strategic interests and its citizens around the world.
• In this regard,

• I shall continue to modernise sports infrastructure and establish centres of excellence to identify, train and support young talent more effectively.
• I shall oversee the redevelopment of cultural infrastructure, reopening performance venues and strengthening public-private partnerships to stimulate the creative industries.
• I shall restore the role of traditional chiefdoms in promoting our customs and traditions, and in fostering a sense of community.
• I shall continue to protect our citizens around the world tirelessly.
• I shall promote Cameroon's influence around the world, particularly by strengthening security cooperation with neighbouring countries to combat transnational threats, promote African solutions to conflicts and strengthen rapid response mechanisms. 

11. FOR A NEW CAMEROON CITIZENSHIP

• My project shall be to speed up the advent of the Cameroon we dream of, with citizens having a deep love for our country, to be built with,

• Well-trained, well-educated, disciplined Cameroonians who shall be competent in their fields of activity and combine expertise with ethics;
• Cameroonians who shall place their personal commitment at the service of the community in order to advance Cameroon;
• Cameroonians for whom peace, rigor, integrity, and hard work shall be fundamental values;
• Tolerant Cameroonians with a strong sense of solidarity, always acting to preserve harmony between different communities;
• Cameroonians who shall be curious about their history and culture, build on a solid heritage and value it while remaining focused on the future;
• Cameroonians who shall be open to the world, yet remain faithful to their roots and who shall love Cameroon passionately.

I am firmly committed to ensuring the advent of a new Cameroon citizenship in order to continue building our beloved and beautiful country.

Therefore, on 12 october 2025, I would appreciate your overwhelming support during the presidential election.
