Biography of the Candidate

His Excellency Paul BIYA was born on 13 February 1933 at Mvomeka'a, Meyomessala Subdivision, Dja-et-Lobo Division, South Region. He is the son of Etienne MVONDO ASSAM and Anastasie EYENGA ELLE.

H.E. Paul BIYA is Cameroon's second Head of State. He came to power on 6 November 1982 following the resignation of President Ahmadou AHIDJO on 4 November.

My programme

 You are calling for the strengthening of both individual and collective freedoms, as well as democracy.

 In this regard,  

  • I shall continue to improve the rules to ensure that elections are transparent and inclusive.
  • I shall strengthen measures to protect freedom of expression and journalists.
  • I shall facilitate the establishment of a statute for political parties represented in Parliament.
  • I shall strengthen the functioning of consultation frameworks between the government and intermediary bodies.
  • I shall strengthen the rights of vulnerable people with a view to improving their socio-professional integration.

 You are calling for the modernisation and expansion of road, rail, port and airport networks, as well as appropriate urban development. 

 In this regard, 

  • I shall continue to renovate, modernise and extend the national road network, prioritising rural roads.
  • I shall extend and improve the safety of the railway network and modernise stations and related infrastructure.
  • I shall strengthen port infrastructures so as to make Cameroon a regional logistics hub.
  • I shall continue to rehabilitate the national airline, create, and modernise airports in order to improve national, regional and international connectivity.
  • I shall reorganise the public transport sector to improve the mobility of goods and people in urban areas.

 You are calling for greater autonomy for our regions and municipalities, as well as the full transfer of powers and resources.

 In this regard, 

  • I shall speed up the transfer of skills and resources to decentralised local authorities in order to respond directly and effectively to the citizens' needs.
  • I shall continue to implement mechanisms for citizen oversight and popular participation in local management in order to ensure good governance and combat corruption.
  • I shall improve the legal framework for decentralised cooperation in order to strengthen access to external funding by municipalities and regions.
  • I shall ensure that the status of local civil servants is established more quickly.
  • I shall provide stronger support for the development of decentralised local authorities, which are powerful drivers of emergence, the consolidation of national unity, strengthening of peace and building of coexistence.
